Texas DOT Grand Parkway Design-Build Utility Coordination and SUE

T2 Utility Engineers provided comprehensive Utility Coordination (UC) and Subsurface Utility Engineering (SUE) services throughout the Grand Parkway design-build project, helping save millions of dollars in utility relocation expenses.

The Grand Parkway (SH99) is a 180-mile scenic limited-access divided highway that traverses seven counties and encircles Houston, Texas. SH 99 segments H and I are approximately 52 miles long and run through Montgomery, Harris, Liberty and Chambers Counties. This part of the project has more than 90 bridges, intermittent frontage roads, and comprehensive utility infrastructure, including over 160 petrochemical pipeline crossings near the refinery hub of Mont Belvieu, TX.

Following identification of the utilities, coordination meetings were held with the local agencies and more than 60 utilities, including electrical distribution and transmission, municipal and private water and sewer, communications, gas and petrochemical pipeline operators to plan redesign, relocation, or accommodation as well as permitting.

Through the efforts of the T2ue Utility Coordination team and the project design team, modifications to the roadway plans, exceptions to utility requirements, and the installation of mitigation measures, such as concrete caps and air bridges, were made, saving millions of dollars on a pipeline and other relocations. On a project of this size, some relocations were required. T2ue managed the relocation of a water treatment plant, seven petrochemical pipelines, and raising of four electrical transmission lines.
